ALGIERS Black Emmanuel Sanders Jersey , Sept. 28 (Xinhua) -- Algeria's fiscal deficit will reach 1,113 billion dinars (about 99 billion U.S. dollars) by the end of 2017, the official Algerian Press Service (APS) reported Thursday.

The APS quoted Faisal Tadinit, the general director of the finance ministry, who made the remarks in the Finance and Budget Committee of the People's National Assembly (Lower House) on Thursday.

Tadinit explained that the decline in oil prices since mid-2014 has had a significant impact on the low fiscal revenues.

In spite of this, the government is continuing its efforts in the field of public investment to keep the economic growth and employment rate at acceptable levels, which has led to a high deficit.

Tadinit said that a range of monetary and financial instruments had been used to mobilize additional resources.

Algerian Prime Minister Ahmed Ouyahia admitted on Sept. 21 that the North African nation is facing a difficult financial situation.

He said the public treasury will turn to the central bank, denying claims that such a measure would cause the currency to depreciate and inflation.

WASHINGTON, April 10 (Xinhua) -- Neil Gorsuch on Monday was sworn in as the newest member of the U.S. Supreme Court, adding a conservative shade to the judicial body that will soon rule on a number of divisive issues including voting and gun rights.

The sworn in ceremony of the 49-year-old justice was held in the Rose Garden of the White House, during which U.S. President Donald Trump lauded the accomplishment of his hand picked candidate.

""Americans aare blessed to have in Neil Gorsuch a man who will, likewise, be a devoted servant of the law,"" Trump said, after expressing his gratitude to Senators who pushed for Gorsuch's confirmation on Friday.

""I have no doubt you will rise to the occasion and that the decisions you will make will not only protect our Constitution today, but for many generations of Americans to come,"" Trump said.

For his part, Gorsuch said: "" I am humbled by the trust placed in me today. I will never forget that to whom much is given, much will be expected.""

Gorsuch will be filling in a year-long vacancy left by late Supreme Justice Antonin Scalia, who died in February 2016.

Former President Barack Obama nominated Merrick Garland to succeed Scalia before his tenure ended, but the Republican-controlled Congress refused to consider the proposal, drawing anger from Democrats.

In retaliation, the Democrats filibustered Gorsuch's confirmation vote, an effort that was broken by the GOP which subsequently voted to change filibuster rules.

Gorsuch's confirmation was passed 54-45 on Friday.

Several contentious cases waiting final ruling from the Supreme Court is in the offing for the now complete bench and analysts believe Gorsuch, a conservative in his past rulings, will soon make his presence felt in the Court.

The cases regard issues such as gun rights, voting rights, gay rights, as well as the travel ban Trump sought to place on a number of Muslim majority countries.

OTTAWA, April 20 (Xinhua) -- The University of Alberta is teaming up with China's Tsinghua University to develop low-carbon, sustainable energy solutions while tackling global environmental challenges, according to the University of Alberta on Thursday.

Officials from the University of Alberta, Tsinghua University and the Government of Alberta led by Premier Rachel Notley are in Beijing now to sign an agreement to create the Joint Research Centre for Future Energy and Environment.

Researchers of the center will collaborate on a range of problems related to energy, environment and climate change, renewable energy, advanced power systems, energy transport and more.

""This is a rare opportunity for a Canadian university to partner with Tsinghua University in such a significant way,"" said Larry Kostiuk, University of Alberta associate vice-president.""We come from different places and backgrounds, but we're going to come together and leverage our different perspectives to solve common problems.""

Kostiuk said the joint research centre is the latest evolution in more than two decades of collaborations between the University of Alberta and Tsinghua University, which is one of the best university in China and among the top in the world.

The centre will be based at Tsinghua in a state-of-the-art research facility. Once construction is completed in the next three years, the centre will be able to apply for grant funding through the Chinese Ministry of Education, which is establishing strategic international research centres across the country.
